Writing a spec under 09 67 23

There is no dedicated MasterFormat section for resinous static control flooring. The one static control number, 09 65 36, covers resilient tile and sheet goods, which is a different product[13]. A resinous ESD system is written into 09 67 23 Resinous Flooring, with its ESD performance stated in Part 2.

Writing the specification

Name the band, not the adjective

'Static control epoxy' is not a specification. The band, the test method and the standard your program runs to are what make it enforceable at closeout.

Specify the system, not the topcoat

Manufacturer warranties are generally tied to installing the full specified system, primer, basecoat and topcoat, rather than a substituted product in the middle. Say so in Part 2 or a substitution will arrive at bid.

Put the moisture test in the spec

ASTM F2170 in situ readings, at the locations and density you want, before installation[12]. If it is not specified it becomes a change order the week work starts.

Say what gets handed over

Product data, the system cross section, the surface prep profile, moisture readings and a grounding drawing. Naming the closeout package in the spec is what makes it exist.

Reference the program, not just the product

Cite ANSI/ESD S20.20[1] or IEC 61340-5-1[6] explicitly. It tells every bidder which world they are in and which test methods apply.

Write the reverification in

ESD TR53 covers compliance verification for items already in service[17]. A spec that ends at day one hands the facility an unowned obligation.

The performance lines to write

Copy these into Part 2. A specification that says "ESD epoxy" and stops cannot be enforced against anybody, including us.

Which CSI section does resinous ESD flooring go under?

09 67 23 Resinous Flooring, with the ESD performance written into Part 2. 09 65 36 Static-Control Resilient Flooring is a different product category, resilient tile and sheet, not a resinous coating[13].

What is the minimum enforceable ESD line in a spec?

A resistance band, a test method, and the program standard. Those three make it possible to accept or reject the finished floor on evidence rather than opinion.

Should the spec name a manufacturer?
