The band runs higher on purpose
FAA-STD-019 requires floor resistance between 1.0 x 10^6 and 1.0 x 10^9 ohms in rooms with energized equipment. That is above a typical manufacturing ESD floor, and the reason is personnel safety around live power rather than component protection.

The standard is primarily about lightning and surge protection, grounding and bonding for FAA facilities and electronic equipment. Flooring resistance sits inside that wider grounding picture, which is the right way to read it.
On the revision
Revision F is confirmed, dated 18 October 2017, with Change 3 dated 14 July 2020. A Revision G is referenced in recent government procurement filings but we could not confirm it directly on faa.gov, so treat a Revision G citation as worth verifying against your contracting officer.
