What resistance does an ESD floor need to meet ANSI/ESD S20.20?

ANSI/ESD S20.20 sets a system threshold, not a floor specification. A person wearing static control footwear standing on the floor has to measure under under 1.0 x 10^9 ohms under ANSI/ESD STM97.1, and generate under 100 volts walking under STM97.2[1]. The floor material on its own is characterised separately under ANSI/ESD STM7.1[2].

What is the conductive flooring resistance range?

Conductive static control flooring runs 2.5 x 10^4 to 1.0 x 10^6 ohms. The ESD Association publishes the 1.0 x 10^6 ohm ceiling; the 2.5 x 10^4 ohm lower bound is what manufacturer technical data sheets consistently publish, attributed to ASTM D257 and ANSI/ESD STM7.1[7].

What is the static dissipative flooring resistance range?

Static dissipative flooring runs 1.0 x 10^6 to 1.0 x 10^9 ohms according to the ESD Association[5]. It is the wider of the two static control bands and the default for most electronics work.

What is the walking body voltage limit for an ESD floor?

Under 100 volts, measured on a person walking the floor in static control footwear under ANSI/ESD STM97.2[4]. For comparison, the conductive system published on New Era's ESD page measures 15 volts of body voltage generation with dissipative footwear[15].

Our specification says 3.5 x 10⁷ ohms. Is that out of date?

No, it is a different qualification path. 3.5 x 10^7 ohms is the system resistance ceiling for a person, footwear and floor measured in series, from the approach ANSI/ESD S20.20 used before 2014, and it is still carried in EN and IEC 61340-5-1[16].

Why is the requirement a range and not a single number?

Because a floor has to be conductive enough to bleed a charge away and resistive enough that a person standing on it does not become a fast path to ground themselves. Both bounds exist for a reason, which is why every static control specification is written as a band.

What is the difference between conductive and static dissipative flooring?

The resistance band, and therefore how fast a charge leaves. Conductive runs 2.5 x 10^4 to 1.0 x 10^6 ohms and moves a charge fastest. Dissipative runs 1.0 x 10^6 to 1.0 x 10^9 ohms and bleeds it away more gradually[5].

Which one do we actually need?

Neither is universally better and the ESD Association says so directly[5]. Dissipative is the default for most electronics work. Conductive is specified where a discharge itself could ignite something, which in practice means explosives and energetics areas under DESR 6055.09[10]. Your program document decides.

What is the difference between conductive and anti static flooring?

Anti static is a loose commercial term, usually meaning a surface that resists building a charge. Conductive is a measured resistance band with a test method behind it. If a product is described only as anti static with no ohm value and no test method named, it cannot be specified into an ESD control program.

What is the difference between resinous ESD flooring and ESD vinyl tile?

Different product categories with different standards. Resinous systems are specified under CSI 09 67 23 Resinous Flooring[13]. Static control resilient tile and sheet goods have their own section, 09 65 36. Resinous goes down seamless, which is why it gets chosen in classified space where tile joints collect particulate.

Do we install conductive or does it depend on the room?

New Era installs the conductive system. If your specification calls for a dissipative system, send it over and we will tell you plainly whether it is a fit before anybody quotes a number.

Does NFPA require conductive flooring in our facility?

Almost certainly not any more. NFPA 99 historically required conductive flooring at 2.5 x 10^4 to 1.0 x 10^6 ohms in operating rooms using flammable anesthetics. That requirement was removed in the 2015 edition and remains absent from the 2024 edition, because those anesthetics are essentially gone from US surgical practice[9].

Is our requirement driven by S20.20, DESR 6055.09 or FAA-STD-019?

It depends on the room. ANSI/ESD S20.20 covers organisations handling ESD sensitive electronic parts[1]. DESR 6055.09 governs Department of Defense explosives areas and makes conductive flooring mandatory there[10]. FAA-STD-019 applies to FAA facilities and sets a higher band, 1.0 x 10^6 to 1.0 x 10^9 ohms, in rooms with energized equipment[11].

What is ANSI/ESD STM7.1 and why do some documents call it S7.1?

They are the same floor resistive characterization method. Many manufacturer sheets and report templates still print S7.1. The current designation is ANSI/ESD STM7.1-2020[2], and it covers both point to point and point to ground resistance on a floor.

Which edition of STM97.1 is current?

The 2025 edition, which supersedes the 2015 one[3]. If your program document cites the 2015 edition it is not wrong, just on an older revision, and it is worth checking what changed before your next audit.

What changed in IEC 61340-5-1:2024?

Edition 3.0 added formal definitions of insulator and isolated conductor, and it lets a facility qualify its ESD control items, flooring included, at the facility's own lowest annual relative humidity rather than a fixed arbitrary benchmark[6][18].

Is IEC 61340-5-1 the same as ANSI/ESD S20.20?

They are counterparts, not identical. Both set the requirements for an ESD control program. IEC 61340-5-1 is the international document[6] and S20.20 is the US one[1]. IEC still carries the 3.5 x 10^7 ohm series qualification path that S20.20 moved away from in 2014.

What is ESD TR53 and do we need to follow it?

ESD TR53 is the technical report for compliance verification testing of ESD control items already in service[17]. It gives the methods for rechecking a floor after installation. Your own program document, written to S20.20, sets how often you run them.

Which CSI section does an ESD floor get specified under?

09 67 23 Resinous Flooring, with the ESD performance written into Part 2 as a performance requirement. MasterFormat has no dedicated static control subsection for resinous systems; 09 65 36 covers resilient tile and sheet goods, a different product category[13].

What is ASTM D257 doing on the data sheet?

Characterising the cured coating material in a laboratory coupon, not the installed floor. D257 is explicitly not intended for moderately conductive materials, which is why the installed floor is qualified separately under ANSI/ESD STM7.1 or IEC 61340-4-1[2].

How much does ESD flooring cost per square foot installed?

Published market pricing runs 3.34 to 13.55 per square foot installed, from bid data across more than 250 commercial ESD projects[8]. That is a published industry range rather than a quote. Where a specific floor lands depends on slab condition, existing coatings and whether the room keeps running.

Why is ESD epoxy more expensive than regular epoxy?

The topcoat is a different formulation, carbon loaded so the cured floor can carry a charge, and the finished floor has to be measured with instruments rather than inspected by eye. Installed ESD pricing runs 3.34 to 13.55 per square foot against a materially lower number for non rated epoxy[8].

What is usually excluded from a square foot price?

Moisture mitigation if the slab needs it, removal of a heavy existing coating, and any out of hours premium for working around production. Ask for those broken out on every quote you receive so you are comparing the same scope.

Why will nobody quote ESD flooring over the phone?

Because the two biggest cost drivers are what is under the existing floor and how the room operates, and neither is knowable without seeing it. A firm number given without seeing the slab is a guess that gets revised.

Does a bigger floor cost less per square foot?

Usually yes. Mobilisation, containment and prep equipment cost roughly the same for a small room as a large one, so the fixed portion spreads further. Small rooms sit at the top of the published range for that reason.

Can the work be phased to spread cost and downtime?

Often, and it is common on floors that cannot stop. Tell us how the space is used and where the natural boundaries are, and the sequence gets built around your schedule.

Does our slab need a moisture test before an ESD topcoat goes down?

Yes, and the manufacturer sets the limits: under under 80 percent internal relative humidity under ASTM F2170, and 8 to 10 lbs per 1,000 sq ft per 24 hours under ASTM F1869[7]. Coating over a slab above those limits is the most common reason a resinous floor fails early.

What is ASTM F2170 and why in situ?

ASTM F2170 determines relative humidity inside a concrete slab using probes drilled into it[12]. It reads at depth because a slab can be dry at the surface and hold significant moisture underneath, which surface tests miss.

How long before we can walk on it?

24 hours at 70 F and 50 percent relative humidity. A colder room takes longer, roughly 36 hours at 50 F[7].

How long before forklifts can run on it?

7 days for full vehicle traffic at 70 F and 50 percent relative humidity[7].

How thick is an ESD epoxy topcoat?

5 to 7 (6 typical) mils applied, 6 typical[7]. Thickness affects both wear life and the resistance the finished floor reads at.

What conditions does the room need during application?

Material temperature 50 to 90 F, ambient relative humidity under under 90 percent, and the substrate at least 5 above the dew point[7].

Can ESD flooring go over an existing floor or does it need bare concrete?

It depends on what is down and how well it is bonded. Old coatings, sealers, adhesives and wax all sit between the new system and the ground path, so most jobs involve mechanical removal back to sound concrete. Send photos and we will tell you which case you are in.

Do we need to empty the whole building?

Only the working area, and how much that is at once is what the phasing conversation decides. Racking, benches and fixed equipment shape the sequence more than square footage does.

How is the floor connected to ground?

A conductive system only works if it reaches ground, so a grounding network is built into the floor and tied to the building ground. The standards side of grounding inside an ESD protected area is ANSI/ESD S6.1, and point to ground readings under STM7.1 are what prove the connection works[2].

How many ground points does a floor need?

There is no fixed code number. One per 1,000 square feet circulates widely as an industry rule of thumb rather than a requirement, and the real answer comes from the room layout and the specification. What matters at closeout is that point to ground readings pass everywhere they are taken.

How is an ESD floor tested after installation?

Three measurements. Floor resistance point to point and point to ground under ANSI/ESD STM7.1[2]. System resistance of a person, footwear and floor together under STM97.1[3]. Walking body voltage under STM97.2[4].

Can an existing floor be tested to see if it still meets our requirement?

Yes, and it is the cheapest way to find out whether you have a problem at all. STM7.1 readings characterise the floor[2] and an STM97.1 system measurement tells you whether the person, footwear and floor combination still passes[3].

How often does an ESD floor need retesting once in service?

Your own program document sets the cadence, written to ANSI/ESD S20.20[1]. ESD TR53 provides the compliance verification methods for items already in service[17]. Auditors generally want to see both the schedule and the results.

What causes an ESD floor to fail resistance testing over time?

Four things, in rough order of frequency: a wax or floor finish applied on top of the system, abrasion thinning the coat in traffic lanes, a ground connection disturbed by other trades, and genuine age. Only the last one needs a new floor.

Our old floor still looks fine. Why would we replace it?

Resistance drifts with wear, wax buildup and age independent of visual condition. A floor can look perfect and fail a resistance test, or look rough and still pass. That gap is exactly why resistance testing exists instead of a visual inspection.

Does humidity change whether we pass?

It can. Resistance responds to ambient humidity, which is why IEC 61340-5-1:2024 lets a facility qualify at its own lowest annual relative humidity rather than a fixed benchmark[18]. A floor qualified in a humid month can read differently in a dry one.

Our floor passes point to point but fails point to ground. What does that mean?

The coating is likely fine and the ground path is not. A connection cut or covered by later work is the usual cause, and it is a far smaller job than replacing a floor. Both readings are part of STM7.1 for exactly this reason[2].

Does our footwear affect whether the floor passes?

Yes, directly. STM97.1 measures the person, their footwear and the floor as one circuit[3], so a floor that passes under one shoe can fail under another. The floor and the footwear policy are specified together.

Can we use normal floor cleaner on an ESD floor?

Neutral cleaners generally yes. Film forming products and wax generally no, because anything left on the surface sits between the floor and the ground path and can take a qualified system out of range. Write it into the cleaning contract.

Our cleaning contractor waxed the floor. Is it ruined?

Usually not. Removing the finish and retesting often puts the floor straight back inside its band with no coating work at all. It is the cheapest of the failure modes.

Where does a floor go out of band first?

The highest traffic lanes, because abrasion thins the coat and thickness affects resistance. Pivot points at doorways and around benches wear fastest. Those are the places to concentrate reverification readings.

Can an ESD floor be recoated instead of replaced?

Often, where the existing system is sound and well bonded and the failure is wear rather than debonding. It depends on remaining thickness, adhesion and compatibility between the old and new systems.

What if the system is debonding?

That points at what is underneath: slab moisture, or prep that never keyed properly. Recoating over a debonding floor buys months rather than years, so the honest answer is usually to go back further.

How is ESD flooring different in a cleanroom?

Two independent specifications land on the same slab: ISO 14644-1 particle classification[14] and your ESD resistance band[1]. The class does not set the band. The practical conflict is cleaning: a finish applied for particulate reasons can take the floor out of resistance range.

Do data centers need ESD flooring?

Where equipment positions and network operations space carry an ESD requirement, yes, and rooms with energized equipment often specify a higher band for personnel safety. FAA-STD-019 does exactly that at 1.0 x 10^6 to 1.0 x 10^9 ohms[11].

Which rooms legally require conductive flooring?

Department of Defense explosives areas under DESR 6055.09: ammunition load, assemble and pack, explosives processing, propellant casting, pyrotechnic assembly and energetics manufacturing[10]. That is the clearest mandatory case in US practice.

Does an ESD floor work with a raised access floor?

A resinous system goes on the structural slab. Where an access floor sits above it, the access floor has its own grounding scheme, and the two have to be understood together rather than assumed to add up.

We handle powders, not electronics. Do we need this?

Possibly. Dry handling processes generate static readily, which is why plenty of rooms with no electronics in them carry a resistance requirement. What decides it is whether a discharge in that room can ignite something or damage a process.

What documentation should we get at the end of the job?

Product data for the system installed, the system cross section, the surface preparation profile, moisture readings taken before installation, and a grounding drawing showing the ground points. Name that package in the specification, because a closeout package that is not specified tends not to exist.

What voids a manufacturer warranty on an ESD floor?

Most commonly, substituting a product inside the specified system. Manufacturer warranties are generally written against installing the full specified build, primer, basecoat and topcoat, rather than a compatible looking replacement in the middle.

How do we compare two quotes that are far apart?

Line up the scope, not the number. Check what each one assumes about existing coating removal, moisture mitigation, working hours, and the resistance band. A $3 floor and a $13 floor are frequently not the same job at all.
