There is no dedicated resinous ESD section
MasterFormat has no static control subsection under 09 67 23. The one dedicated static control flooring number, 09 65 36, governs resilient tile and sheet goods, which is a different product category from a resinous coating.
So it goes in Part 2 as performance
A resinous system's ESD performance is written into 09 67 23 Part 2 as a performance requirement: the resistance band, the test method, and what has to be handed over. That is the correct home for it, not a borrowed section number.
What to put in the performance line
Name the band, name the test method, and name the standard your program runs to. A spec that says 'ESD epoxy' and stops is a spec that cannot be enforced.
