What it means for your floor
Edition 3.0 changed the humidity rule
The 2024 edition lets a facility qualify its ESD control items, flooring included, at the lowest relative humidity that facility actually experiences across the year, rather than against a fixed arbitrary low humidity benchmark. For a Texas plant with a dry winter and a wet summer that is a meaningful difference in what the certificate describes.
It also defined two terms formally
Edition 3 added formal definitions of insulator and isolated conductor. Those definitions matter for what has to be controlled in a room, not only for the floor.
The legacy series path
EN and IEC 61340-5-1 still carry the 3.5 x 10^7 ohm ceiling for a person, footwear and floor measured in series, the approach S20.20 used before 2014. A spec quoting that number is on this path, not out of date.
