Higher than a manufacturing floor, and on purpose. The reason is personnel safety around energized equipment rather than component protection.

FAA-STD-019 is primarily about lightning and surge protection, grounding, bonding and shielding. The floor sits inside that wider picture.

Revision F with Change 3 is confirmed. A Revision G is referenced in recent procurement filings but could not be confirmed on faa.gov, so check it.
