What is different about these rooms

The floor is measured with the person on it
S20.20 qualifies a person, their footwear and the floor as one circuit, under 1.0 x 10^9 ohms and under 100 volts walking. Your footwear policy is part of whether the floor passes.

Dissipative is the usual band here
The ESD Association puts dissipative as the default for electronics work. Conductive gets specified when a discharge itself is the hazard, which is rarely a board line.

The audit trail is half the purchase
Resistance logs and a reverification schedule under ESD TR53 are what an auditor asks for. A floor with no readings behind it is a floor with no evidence.
