What is different about these rooms

The regulation names the areas
Ammunition load, assemble and pack. Explosives processing. Propellant casting. Pyrotechnic assembly. Energetics manufacturing. Conductive flooring is required in those rooms, not merely dissipative.

The hazard is the spark, not the part
In an energetics area a discharge is an ignition source. That is why the faster conductive band is specified instead of the gentler dissipative one.

If your contract language cites DoD 4145.26-M, that is the predecessor document. The current regulation is DESR 6055.09, Edition 1 Change 2, dated 25 November 2025.
